02
GOVERNANCE FRAMEWORK

Principles of Scholarly Publishing Governance

The governance framework of Macaw Publications is structured to distinguish organisational administration from academic editorial decision-making while providing appropriate oversight of publishing policies, infrastructure, research integrity, and journal operations.

01

Publisher Governance

Publisher-level governance addresses organisational policy, publishing infrastructure, administrative operations, financial management, technical services, journal development, and publisher-wide standards.

02

Editorial Governance

Each journal operates through an appropriate editorial structure led by its Editor-in-Chief and supported by editors, editorial-board members, and qualified peer reviewers with relevant academic expertise.

03

Policy Governance

Publisher and journal policies provide guidance concerning peer review, research integrity, authorship, conflicts of interest, corrections, retractions, copyright, licensing, complaints, appeals, and other publishing responsibilities.

04

Operational Governance

Operational governance encompasses journal workflows, website administration, metadata management, publication scheduling, digital production, DOI-related processes where applicable, and scholarly communication services.

03
MANAGEMENT

Publisher Management Responsibilities

The management of Macaw Publications is responsible for the organisational and administrative functioning of the publishing enterprise while respecting the academic responsibilities and editorial authority of individual journals.

Strategic Administration

Supporting the responsible development, sustainability, continuity, and institutional administration of the publishing organisation.

Journal Administration

Supporting journal configuration, publication schedules, workflow administration, policy implementation, and communication with editorial teams.

Publishing Infrastructure

Maintaining the journal platform, digital publication systems, metadata workflows, website infrastructure, access mechanisms, and associated technical services.

Policy Administration

Facilitating the implementation and review of policies concerning research integrity, publication ethics, peer review, copyright, licensing, artificial intelligence, and scholarly transparency.

Financial Administration

Managing legitimate publishing expenditure, invoicing, publication charges where applicable, waivers, administrative records, and other financial activities independently from editorial assessment.

Scholarly Communication

Supporting professional communication among authors, reviewers, editors, readers, academic institutions, service providers, and other scholarly stakeholders.

04
EDITORIAL INDEPENDENCE

Independent Academic Decision-Making

Editorial decisions are based on scholarly considerations.

Publisher administration does not determine the scholarly outcome of individual manuscripts. Decisions concerning peer review, revision, acceptance, rejection, or other editorial outcomes are handled through the appropriate editorial structure of the respective journal.

Editorial assessment may consider originality, scholarly significance, methodological soundness, ethical compliance, relevance to the journal's aims and scope, quality of presentation, and the outcome of appropriate editorial and peer-review evaluation.

Editors are expected to exercise independent academic judgement and to manage manuscripts impartially and consistently with established journal policies.

05
ROLES & RESPONSIBILITIES

Responsibilities within the Publishing Structure

Publisher
Responsible for institutional governance, publishing infrastructure, administrative support, policy frameworks, financial administration, technical services, and continuity of the publishing platform.
Editor-in-Chief
Provides academic leadership for the respective journal and oversees editorial standards, manuscript evaluation, peer-review processes, editorial decisions, and the implementation of journal policies.
Editorial Board
Contributes subject expertise, scholarly guidance, editorial advice, academic oversight, journal development, and support for appropriate manuscript evaluation.
Reviewers
Provide independent, confidential, constructive, and evidence-based scholarly assessments intended to assist editors in editorial decision-making and authors in improving their manuscripts.
Publishing Office
Supports manuscript administration, author communication, production coordination, publication scheduling, metadata, digital publication, and other non-editorial publishing functions.
06
FINANCIAL & EDITORIAL SEPARATION

Independence from Commercial Considerations

Financial considerations are administered separately from the scholarly evaluation of manuscripts. Publication charges, where applicable to an individual journal, do not determine editorial outcomes.

01

Payment of an article processing charge or another legitimate publication fee, where applicable, does not guarantee acceptance of a manuscript.

02

Editorial decisions should not be influenced by an author's ability or inability to pay publication charges.

03

Waivers or discounts, where offered by a journal, should be administered independently from the scholarly assessment of submitted manuscripts.

04

Sponsorship, advertising, institutional relationships, or commercial arrangements should not determine manuscript acceptance, rejection, or editorial treatment.

07
CONFLICTS OF INTEREST

Management of Competing Interests

Authors, reviewers, editors, editorial-board members, and relevant publisher personnel are expected to disclose competing interests that could reasonably be perceived to influence scholarly judgement or publication decisions.

Where an editor has a relevant conflict of interest in relation to a manuscript, responsibility for handling that manuscript should be transferred to another appropriately qualified editor who can conduct or supervise the evaluation independently.
08
ACCOUNTABILITY

Complaints, Appeals and Publication Concerns

Macaw Publications recognises the importance of appropriate procedures through which authors, reviewers, readers, editors, and other stakeholders may raise legitimate editorial or publication concerns.

Editorial Appeals

Requests for reconsideration of editorial decisions should be considered according to the appeal procedure established by the relevant journal.

Publication Concerns

Concerns relating to published scholarly content should be examined objectively and addressed through corrections, amendments, expressions of concern, or retractions where appropriate.

Complaints

Complaints concerning editorial conduct, peer review, administrative processes, or publisher practices should be considered fairly and through an appropriate review process.

Escalation

Where necessary, unresolved matters may be referred to a senior editor, an appropriate publisher representative, or another suitable authority within the journal's governance structure.

09
PUBLISHING TRANSPARENCY

Transparency of Journal Information and Policies

Macaw Publications seeks to ensure that relevant information about each journal is presented clearly and accurately so that authors, reviewers, readers, institutions, and other stakeholders can make informed decisions.

Journal Identity

Journal title, aims and scope, publication frequency, publishing format, and relevant identifiers should be stated clearly.

Editorial Information

Editorial leadership and editorial-board information should be made available through the respective journal website.

Peer Review

The journal's peer-review model and editorial process should be communicated clearly to prospective authors and reviewers.

Publication Charges

Article processing charges, other fees, waiver arrangements, or the absence of publication charges should be disclosed transparently.

Copyright and Licensing

Copyright ownership, licensing terms, and open-access conditions should be stated in an accessible and understandable manner.

Indexing and Recognition

Claims concerning indexing, abstracting databases, affiliations, recognition, metrics, and external services should reflect the current and verifiable status of the respective journal.

10
CONTINUOUS REVIEW

Governance Review and Continuous Improvement

Scholarly publishing practices continue to evolve in response to developments in research integrity, peer review, digital publishing, artificial intelligence, research data, accessibility, preservation, and scholarly communication.

Macaw Publications therefore seeks to periodically review and improve its governance arrangements, editorial safeguards, publication policies, administrative procedures, digital infrastructure, metadata practices, and mechanisms for accountability and transparency.

GOVERNANCE COMMITMENT

Responsible Governance in Scholarly Publishing

Macaw Publications is committed to a publishing environment in which organisational responsibilities are clearly defined, editorial decision-making remains academically independent, financial considerations are separated from manuscript evaluation, conflicts of interest are managed responsibly, publication policies are transparent, and the integrity of the scholarly record remains a central responsibility.
