APC, Publication Charges & Waivers

Macaw Publications is committed to transparent, accurate, and responsible communication of all author-facing publication charges. Authors should be able to determine, before submitting a manuscript, whether a journal charges an Article Processing Charge (APC), submission fee, publication fee, or any other mandatory author charge.

Macaw Publications does not apply a universal APC across its journal portfolio. Author charges are determined at the individual journal level. Some journals may charge an APC or another clearly disclosed publication fee, while other journals may operate without author publication charges. The individual journal website is therefore the authoritative source for the current fee or no-fee status.

Transparency  •  No Hidden Charges  •  Editorial Independence  •  Fair Access
01
POLICY PURPOSE

Transparent Author Charges

The purpose of this policy is to establish publisher-level principles for communicating Article Processing Charges, publication fees, other author-facing charges, waivers, reductions, refunds, and related financial arrangements.

Financial information should be sufficiently clear to allow authors to make an informed decision about submission without encountering undisclosed mandatory charges later in the publication process.

Payment arrangements must remain separate from scholarly peer review and editorial decision-making.

02
JOURNAL-SPECIFIC FEES

No Universal Macaw Publications APC

Author charges may differ between Macaw Publications journals.

Macaw Publications does not prescribe one Article Processing Charge that automatically applies to every journal in its portfolio.

Individual journals may operate under different publishing and financial models. Accordingly, a journal may charge an APC, operate without an APC, or apply another author-facing charge only where that charge is clearly and accurately disclosed.

A charge applicable to one Macaw Publications journal must not be assumed to apply to another journal.

03
BEFORE SUBMISSION

Information Authors Should Verify

Before submitting a manuscript, authors should review the current fee information displayed by the selected journal.

01

Whether an Article Processing Charge (APC) applies.

02

The exact amount and currency of the applicable charge.

03

Whether different fee categories apply to different authors or circumstances.

04

Whether any submission, editorial processing, page, colour, language-editing, or other mandatory charge applies.

05

At what stage any applicable payment becomes due.

06

Whether waivers or reductions are available and the conditions governing them.

07

Any applicable refund, cancellation, or withdrawal-related financial conditions.

08

Where no author charges apply, the journal should state this explicitly.

04
ARTICLE PROCESSING CHARGE

What Is an APC?

An Article Processing Charge is an author-facing publication charge that may be used by an individual journal as part of its publishing model.

Where an APC is charged, the individual journal should state clearly what the charge is, the applicable currency, when it becomes payable, and any relevant conditions.

The presence of an APC does not determine the scholarly quality of a journal, and payment of an APC does not purchase manuscript acceptance.

05
NO-FEE JOURNALS

Journals Without Author Publication Charges

Where an individual Macaw Publications journal does not charge authors for manuscript submission, editorial processing, or publication, that no-fee status should be stated explicitly on the journal website.

The absence of an APC should not be described ambiguously. Authors should be able to determine readily whether publication is free of author-facing charges.

Where a journal's fee model changes, the public information should be updated before the revised charge is applied to new submissions.

06
COMPLETE DISCLOSURE

All Mandatory Author Charges Must Be Declared

Where applicable, journal-level fee information should identify all mandatory author-facing charges from submission through publication.

01

Submission Fees

Any charge payable merely for submitting or considering a manuscript.

02

Processing Charges

Any editorial or manuscript-processing charge applicable during the publication workflow.

03

Article Processing Charges

Any APC payable in connection with publication of an accepted article.

04

Page or Colour Charges

Any mandatory page, colour, figure, or similar publication charge.

05

Language or Technical Charges

Any mandatory language-editing, formatting, or production-related service charged to authors.

06

Other Charges

Any other mandatory payment required from an author during submission, review, acceptance, or publication.

07
FEE INTEGRITY

No Hidden or Misleading Mandatory Charges

Mandatory charges should not be concealed, ambiguously described, or introduced unexpectedly after an author has made a submission decision on the basis of materially different published information.

Optional services must be distinguished clearly from mandatory publication requirements.

Authors must not be led to believe that purchasing an optional service will result in favourable peer review, acceptance, preferential editorial treatment, citation, or indexing.

08
EDITORIAL INDEPENDENCE

Payment Does Not Influence Editorial Decisions

Financial arrangements and scholarly editorial decisions are separate.

A manuscript should be evaluated according to its scholarly relevance, originality, methodological quality, research integrity, ethical acceptability, clarity, evidence, and suitability for the journal.

The existence, amount, payment, waiver, reduction, or absence of an APC or other author charge must not determine reviewer recommendations or editorial acceptance decisions.

Payment of an APC does not guarantee peer review, acceptance, publication, accelerated editorial treatment, citation, indexing, or any particular scholarly outcome.

09
PAYMENT STAGE

When Charges Become Applicable

Each journal should state clearly at what stage an applicable author charge becomes payable.

Where an APC is payable only following formal editorial acceptance, the journal should state that condition clearly.

If a journal applies a submission or other pre-acceptance fee, that charge must be disclosed before manuscript submission and distinguished from an APC payable after acceptance.

Authors should not infer the payment stage from general publisher information; the current journal-specific fee page should be consulted.

10
WAIVERS

Fee Waivers and Reductions

Waiver and fee-reduction arrangements are determined at the individual journal level and should be stated only where such arrangements are genuinely offered.

Where a journal provides waivers or reductions, the journal should explain the applicable eligibility conditions clearly and consistently.

Waiver availability should not be implied where no waiver programme exists.

11
WAIVER TRANSPARENCY

Information a Waiver Policy Should Provide

01

Who is eligible for a waiver or fee reduction.

02

Which author or authors in a multi-author manuscript must satisfy the eligibility criteria.

03

Whether the waiver is full or partial.

04

When the waiver request should be submitted.

05

How an author should submit the request.

06

Any supporting information reasonably required to assess eligibility.

07

Any applicable time period or other limitation.

08

Confirmation that waiver status does not influence the scholarly editorial decision.

12
FAIR EDITORIAL TREATMENT

Waiver Requests and Editorial Decisions

A request for a waiver or reduction must not result in disadvantageous peer review or editorial treatment.

Likewise, an author's ability to pay an APC must not provide an editorial advantage over an author who qualifies for a waiver or publishes in a journal without an APC.

Where practical, financial administration should remain appropriately separated from scholarly assessment.

13
FEE CATEGORIES

Different Charges Where Applicable

An individual journal may use different legitimate fee categories where such a structure forms part of its actual publishing model.

Where different charges apply according to author category, location, membership status, institutional arrangement, article type, or another defined condition, the criteria and applicable amounts should be communicated clearly.

Fee categories should not be described in a manner that is misleading, discriminatory without legitimate justification, or inconsistent with the published policy.

14
FEE CHANGES

Changes to Publication Charges

A journal may revise its publication charges when its publishing model changes, but current fee information should be updated transparently.

Where practicable, a material fee change should identify the date or submission cohort from which the revised charge applies so that authors can understand which fee is relevant to their manuscript.

A future intention to introduce author charges should not be represented as though the journal currently charges those fees.

15
WITHDRAWAL & CANCELLATION

Financial Conditions Associated with Withdrawal

Macaw Publications does not prescribe a universal manuscript-withdrawal charge across its journal portfolio.

If an individual journal applies a withdrawal-related charge, the existence and conditions of that charge must be disclosed clearly before submission and must comply with applicable journal policies and recognised transparency requirements.

A withdrawal-related charge must not be introduced retrospectively where the author was not informed of the condition at the relevant stage.

16
REFUNDS

Refund and Payment Adjustment Conditions

Any applicable refund or payment-adjustment conditions should be stated by the individual journal or communicated clearly before the relevant payment is completed.

Because journal financial models and publication stages may differ, Macaw Publications does not represent one universal refund rule as automatically applicable to every journal.

Authors should review the specific journal's current financial terms before making payment.

17
OPTIONAL SERVICES

Editing, Formatting and Additional Services

Any optional publishing-related service should be distinguished clearly from mandatory charges required for publication.

Where optional services such as language editing, formatting, print copies, or other support are offered, purchasing such a service must not guarantee manuscript acceptance or favourable editorial treatment.

Charges associated with optional services should be communicated before the author orders the service.

18
PAYMENT COMMUNICATION

Invoices, Receipts and Official Communication

Where payment is applicable, communication should identify the relevant journal, manuscript or article, purpose of the charge, amount, currency, and appropriate payment instructions.

Authors should rely on official journal or publisher communication when responding to requests for publication payment.

Appropriate invoice, acknowledgement, or receipt documentation should be provided according to the applicable transaction and publishing arrangement.

19
PEER REVIEW

APCs Do Not Purchase Publication

Payment and scholarly acceptance are independent processes.

Manuscripts remain subject to the journal's applicable editorial screening, peer review, revision, research-integrity requirements, ethical assessment, and final editorial decision.

Authors must not be promised acceptance merely because they are willing or able to pay an APC.

Likewise, payment should not be requested or represented as a mechanism for obtaining favourable reviewer recommendations or bypassing legitimate editorial assessment.

20
INDEXING TRANSPARENCY

Publication Charges Do Not Guarantee Indexing

Payment of an APC or any other publication charge does not guarantee that an article or journal will be indexed in a particular bibliographic, abstracting, citation, or discovery service.

Indexing organisations independently determine journal eligibility, selection, coverage, and continuing inclusion according to their own criteria.

Author charges must therefore not be marketed as payment for Scopus, Web of Science, DOAJ, or any other indexing outcome.

21
BUSINESS PRACTICES

Revenue and Editorial Independence

APCs and other legitimate publishing revenue may support journal operations, but financial considerations must not replace scholarly editorial judgement.

Publication volume should not be increased merely to maximise fee revenue at the expense of peer-review quality, journal scope, research integrity, or editorial standards.

Publisher financial administration should therefore remain appropriately separated from decisions concerning the scholarly merit of individual manuscripts.

22
SPECIAL ISSUES

Charges for Special Issue Articles

Where an individual journal publishes special issues, the author-charge arrangements applicable to special issue manuscripts should be stated clearly.

If the normal journal APC also applies to special issues, that should be communicated accurately. If a different charge, waiver, sponsorship arrangement, or no-fee condition applies, that information should likewise be disclosed.

Payment, sponsorship, or waiver arrangements must not reduce the peer-review or research-integrity standards applied to special issue manuscripts.

23
JOURNAL-LEVEL TRANSPARENCY

What Every Journal Should Display

The publisher-level policy does not replace journal-specific financial information. Every Macaw Publications journal should maintain current information appropriate to its actual publishing model.

01

Exact APC amount and currency, or an explicit No APC / No Author Charges statement.

02

All other mandatory author charges.

03

Stage at which payment becomes applicable.

04

Any different author or article fee categories and their conditions.

05

Waiver or reduction policy where offered.

06

Clear statement if no waiver programme is offered.

07

Applicable withdrawal, cancellation, or refund conditions.

08

Confirmation that fees or waiver status do not influence editorial decision-making.

24
JOURNAL DISCLOSURE

Recommended Journal-Level Fee Statement

For a journal that charges an APC

The individual journal should provide a concise statement containing the exact APC amount, currency, applicable author category, payment stage, other mandatory charges, and waiver conditions.

For a journal with no author charges:

“This journal does not charge authors any manuscript submission fee, editorial processing fee, Article Processing Charge (APC), page charge, colour charge, or publication fee.”

Journal-level wording should always reflect actual current practice. A journal should not use the no-fee statement above if any mandatory author-facing charge exists.
25
AUTHOR RESPONSIBILITY

Review Current Fees Before Submission

Authors should review the current fee and waiver information of the selected journal before submitting a manuscript.

Where clarification is required, authors are encouraged to contact the journal's official editorial office before submission or before making payment.

Authors should retain relevant invoices, receipts, fee confirmations, or waiver communications associated with their manuscript.

26
POLICY ACCOUNTABILITY

Published Fee Information Must Reflect Practice

APC, waiver, and publication-charge information displayed on journal websites should correspond with the financial arrangements actually applied to authors.

Where a material fee policy changes, relevant journal pages, submission information, author guidelines, and associated communications should be updated accordingly.

Inconsistent fee information appearing on different parts of a journal website should be corrected to prevent confusion or misleading communication.

27
AUTHOR SUPPORT

APC and Publication Charge Enquiries

Journal-specific fee enquiries

Questions concerning the APC, no-APC status, waiver, reduction, payment, refund, invoice, or other author-facing charge applicable to a particular journal should normally be directed to the editorial office of that journal.

Publisher-level questions concerning financial transparency or unresolved publication-charge matters may be directed to:
